Notice of Candidate Filings for Office - Draft

There is currently a vacancy in the Councilmember At-Large seat.

The Candidate filing period will be open between Tuesday, January 15, 2019, and Tuesday, January 29, 2019, during office hours.  All candidate filings must be received by Tuesday, January 29, 2019, 5:00 PM.  Term for this seat ends January 2021.  City offices will not be open on Monday, January 21, 2019, in observance of Martin Luther King Jr. Day. The withdrawal period ends at 5:00 p.m., Thursday, January 31, 2019. 

Candidate filings for the following offices are to be filed at Administration, Ramsey City Hall, 7550 Sunwood Drive NW, Ramsey, MN 55303.

  • City Councilmember At-Large (special election, term ending in 2021)

Vacancy on City Council – At-Large Seat

John LeTourneau, Councilmember At-Large ran for the Mayoral office in the Special Election held on November 6, 2018, and was elected to said office. This created a vacancy in the At-Large Council position. The City’s Charter directs how vacancies on the City Council are filled. If there are 365 days or more left in the term of the vacated office, a special election is required to fill that vacancy. In this case, Mr. LeTourneau’s term ends January 4, 2021; therefore, a special election is necessary. New legislation in 2017 adopted uniform election dates and the next authorized date to hold the special election is Tuesday, April 9, 2019; however, we cannot hold a Special General on that date as our Charter requires that a Primary be held if three or more candidates file for the same office. Both the Primary and the General need to be scheduled in advance; therefore, if a Primary is not necessary, the Special General cannot be moved up in the schedule and the next available, uniform date is August 13, 2019.

Eligibility to Hold Office

Candidates for public office must:

  • be an eligible voter
  • have no other affidavit on file as a candidate for any office in the same election
  • be 21 years of age or more by time of assuming office
  • have maintained residency in the City for 30 days before the election

Primary Election

If three or more candidates file for the vacant seat on the Council, a Primary Election must be held. The date for that election has been set for Tuesday, April 9, 2019. If there are two or less candidates who file, a Primary Election is not necessary.

Absentee Voting

If a Primary Election is necessary, absentee voting (in person or by mail) begins on Friday, February 22, 2019.

If a Primary Election is not necessary, absentee voting (in person or by mail) for the General Election will begin on Friday, June 28, 2019.

Number of Households Per Ward

The City of Ramsey is currently home to 9,537 households.  The City is divided into four Wards, with two voting Precincts per Ward.  2018 Household per Ward (pdf).

Campaign Finance Reporting

Pursuant to Minnesota Statutes 211A.02, Subd. 6, Campaign Finance Reports will be posted within thirty (30) days of the receipt of the report and will remain available for four (4) years after the posting date.
